Dr. Mely Caballero-Anthony
Dr. Mely Caballero-Anthony is Director of External Relations in the ASEAN Political Security Community Department of the ASEAN Secretariat. At the same time, she is an Associate Professor at the S. Rajaratnam School of International Studies (RSIS), Singapore and Head of the RSIS Centre for Non-Traditional Security (NTS) Studies. She is also the Secretary-General of the newly established Consortium on Non-Traditional Security Studies in Asia (NTS-Asia).
Dr Anthony is the Principal Investigator of the Centre for NTS Studies' projects for the MacArthur Foundation Asia Security Initiative (ASI). She leads and directs the research programme on Internal Conflict and Cross-border Challenges, and advises the Health and Human Security programme. At RSIS, she has taught courses on Non-Traditional Security, and Comparative Politics in Southeast Asia. She has also lectured on special topics related to regionalism and security in the Asia-Pacific at the SAFTI Military Institute.
Her research interests include regionalism and regional security in the Asia-Pacific, multilateral security cooperation, politics and international relations in ASEAN, conflict prevention and management, as well as human security. Her current publications both single-authored and co-edited include: Political Change, Democratic Transitions and Security in Southeast Asia (Routledge, 2009); Understanding Non-Traditional Security in Asia: Dilemmas in Securitization (UK: Ashgate, 2006); Studying Non-Traditional Security in Asia: Trends and Issues (Singapore: Marshall Cavendish, 2006); Regional Security in Southeast Asia: Beyond the ASEAN Way (Singapore: ISEAS, 2005); UN Peace Operations and Asian Security (Routledge, 2005). She has also published extensively on a broad range of security issues in the Asia-Pacific which appeared in peer-reviewed journals such as the Asian Survey, Pacific Review, Asian Security, Journal of International Affairs, Contemporary Southeast Asia, as well a number of book chapters on Asian regionalism, democracy and human rights, human security and non-traditional security, and conflict management. Dr Anthony is on the editorial board of The Pacific Review, Global Responsibility to Protect (GR2P), and Asian Politics and Policy.
Dr Anthony has been active in Track II work. She is a member of the Council for Security Cooperation in the Asia Pacific (CSCAP) Study Group on the R2P, and the ASEAN Institutes of Strategic and International Studies (ASEAN-ISIS) network. She is also a member of the International Advisory Board of the Asia Pacific Centre for the Responsibility to Protect (APCR2P), and the Global Consortium on Security Transformation (GCST). Prior to joining IDSS, she was Senior Analyst at the Institute of Strategic and International Studies (ISIS), Malaysia (1997-2001); Research Officer at the Centre of Asian Studies, University of Hong Kong (1993-1996); Visiting Research Fellow at the Japan Institute of International Affairs (JIIA), Japan (2001) and Research Fellow at the Institute of Southeast Asian Studies (ISEAS), Singapore (1997).
